作者简介刘文秀，女，汉族，中共党员，1988年毕业于吉林大学政治学系，获法学硕士学位。现为中国人民大学国际关系学院副教授，专业外语教研室主任。长期从事国际政治、国际关系类课程的教学与研究工作。主要研究方向：国际政治/欧洲政治经济。主要讲授课程：《欧洲政治经济》、《欧洲联盟政体研究》、《专业英语精读》、《专业英语口译》等。 近几年在《国际问题研究》、《欧洲》、《世界经济与政治》、《现代国际关系》等国内权威核心刊物、论文集和国际学术研讨会上发表学术论文20余篇：主要代表作为：《欧洲一体化性质及特点分析》，《界定欧盟政体性质的几个因素》，《欧盟国家主权让渡的特点、影响及理论思考》，《欧盟理事会政策制定机制探析》，《欧洲联盟的竞争政策》，《从冷战后的民族问题看“人道主义干预”》等。 主要著作为：《欧洲联盟政策及政策过程研究》，法律出版社2002年版，53万字，（合著，第一著者） 主编中英文两种版本的《欧洲联盟政策制订机制与政策领域教学大纲》计17万字，在《欧洲问题研究论坛》2000年第3、4期上分别发表；主编《国际政治经济专业英语》，校内试用教材，待出版。 1996年作为访问学者赴英国纽卡斯尔大学研访半年，1998年作为访问学者在法国波尔多第四大学研访半年。
