剧情介绍职业杀手卡米接到通知后杀死了高等法院法官罗森堡和约翰逊。法学院教授加拉汉的女友兼得意门生达比查阅资料，写了对此案的一份报告，名为《塘鹅报告》。黑人记者格蓝是最后一个见罗森堡的人。格蓝在一天接到自称为“加西亚”的人打来的电话，说知道是谁杀死了两位法官。格蓝追踪并拍下此人照片，但未能追上他。沃尔特去见总统，认为卡米有嫌疑。总统叫他不要管这件案子。格蓝回忆起两年前报上曾刊载过消息，说总统竞选的最主要捐款人是马氏集团，报上还登了总统与马氏的亲密合影。格蓝带达比到乡下的度假屋去研究资料，终于有人认出“加西亚”是在某律师行的石油部门工作的摩根。格蓝和达比找到摩根太太，摩根太太交出她丈夫留下的一盘录像带和一份文件。文件是他公司合伙人签署的表示为马氏工作五年并保密的宣誓书。录像带拍的是摩根的自白，说他无意中发文件，了解到马氏要杀害两个法官。

幕后制作艾伦·帕库拉将原著浓缩为电影而不失其政治利益冲突的精粹，难度之高胜过《惊天大阴谋》，但电影的弱点便是在逻辑和理性上尽现，首先牵涉国家领导荣辱的阴谋，竟然可以让记者与朱莉亚在大街小巷来去自如，而不是与法官同遭暗杀，实际上是匪夷所思的一笔，而财阀主谋在便条上泄露杀人计划大功告成更是天方夜谭。若说电影真有过失，便是野心太大，直到在逻辑上不能自圆其说，但在通俗剧的娱乐性上仍算称职，当然，真正令人眼前一亮的，是艾伦·帕库拉对最后两场戏的含蓄处理，实在是神来之笔。
