反间谍软件开发商和技术组织将联合行动，针对日益猖獗的间谍软件制定统一的应对方案。这个名为反间谍软件联合会（Anti-Spyware Coalition）的组织包括业界领先的反间谍软件开发商Aluria Software LLC、CA以及Webroot Software等。
该组织将开发标准方案，用于定义“间谍软件（Spyware）”和“广告软件（Adware）”这类术语，并据此对.com公司和广告商进行规范。Spyware通常为一类跟踪软件，它能秘密收集计算机用户信息；Adware则以弹出窗口或Web浏览条形式显示广告信息，它同时能跟踪在线操作并将操作情况传至第三方。Spyware和Adware在很多情况下是合法的，因而普通用户很难判定哪些是恶意的，哪些是无害的。
反间谍软件联合会不久将发布定义Spyware和Adware的文档，并计划征求公众意见，以对文档进行完善。但也有人担心，一旦出台相关规范，将为一些间谍软件开发公司打开方便之门。间谍软件或广告软件开发商都不希望自己被列入被禁止产品数据库之列，这意味着终端用户仍会受此困扰。
反间谍软件联合会前身为反间谍软件技术厂商协会（COAST），由于成员构成相当复杂，后来因方案之争而解散。新机构将对加入成员进行严格筛选，以避免重蹈覆辙。

Introduction
The anti-spyware industry offers a robust selection of tools to consumers in the marketplace. As is to be expected in such an environment, the rating systems used to classify Spyware and other Potentially Unwanted Technologies vary between Anti-Spyware vendors. The members of ASC believe that reputable anti-spyware companies should be transparent about their decisions to help users understand how anti-spyware tools make decisions; software publishers understand what may concern users; and Anti-Spyware vendors share information about emerging threats.
To facilitate that transparency, the ASC has developed a list of a broad set of behaviors that its members can use to help users make decisions. We expect the list to change over time as new bad practices are discovered.
ASC is making this draft available for public comment until 11/27. We hope that by including the public in our process, we will come away with a document that will help users to better protect themselves. You can comment on the document via the ASC Web site –or via email at asc_comments@cdt.org.
